LAND, Biofuels & ILUC - Public consultation

The EC shall submit a report to the European Parliament and Council in December 2010. She announced to the Council of Energy 2/12/2010. This report will examine the indirect impact of changing land use [1] on emissions of greenhouse gases and ways to reduce this impact.

Most reports conclude that the factor ILUC must be taken into account because it is part of the production line and has an impact on the environment and biodiversity. In addition, the directive requiring the use of biofuels is to reduce emissions of greenhouse gas emissions. It is therefore logical to include the value ILUC in the balance of greenhouse gas emissions to avoid the inefficient energy crops, thereby making maximum use of residual flow and by-products is also encouraged.


The EC has launched a public consultation from 31 July to 30 October 2010. Of the four questions included: "2.
 On the basis of the available evidence, do you think that EU action is needed to address indirect land use change?" The 10 % objective of the EU increases the demand for land for fuel including indirect change of land use. In addition, the EU will subsidize biofuels recognized "sustainable". Therefore, an accurate measure of the sustainability of biofuels should take into account the factor ILUC.
